How can you set the amount of charge taken away from 1 mine?

Ok, I am a admin noob

Our server is runing a map rotation, but if someone changes the map, it cancels the rotation. Is thre a way, aside from restarting the server, to restart to rotation??

Not sure if it is something that I have set up wrong...

If someone is logged in as a semi on my clans server, no one can file on them for a TK. If I log in as an admin, using rcon, people can file on my for TK.
Is there a setting somewhere that I need to change so that you cannot file on the admin??
