The right way to do so is to start a dedicated 1 server and connect with an additional client.

Hosting dedicated 0 servers is teh borked, semi fixed and useless as it breaks more than ever could be fixed.

nextmap calls the next map, which is, while in cmpgn mode, the next cmpgn. So don't use in while in cmpgn mode.
