This should only happen if the client is using an client version that's older than the server version. In your case, it looks like the client is running 3.1.0 and the server is running 3.1.9. kicks are (stupidly) handled by the engine. It's probably possible to change the behavior for kicks via callvote/ref, but it won't be possible to change the behavior for kicks via rcon.

The skin pack (zeAxis2) has mdm files (Einige Haut packt (z.B. zeAxis2) enhalten mdm dateien.)

The md3 files within the pk3 aren't referenced, but you're otherwise correct (the mdm files are referenced.)

I would think that skinpacks would just contain textures, which shouldn't be referenced by the b_realhead code, though...

So I would like to know why things change? What files the server requires you to download are based on what it thinks it is 'using'.
