Edit your ETPro server .config file something like this:

map supplydepot
{
command "ref shuffleteamsxp"
}

You may need to include a wait statement in case the server doesn't think there are actually clients with XP present immediately on map change.

Does b_beginRound work server side? Cause then bugging server admins to put

seta b_beginRound "seta vote_allow_shuffleTeams 0"

in their config would be the easiest solution.

I thought the overall number of PK3 files didn't matter, only the length of their names as they have to be stored in a 256 character long string.

Translation being if you don't have a map loaded, ETPro and all of its commands aren't available, so you'd need to put a delay in there before the exec_at_time statement.

Collapse them into the one cvar, b_intermissionTime, with 0 meaning infinite and any other value the number of seconds for intermission.

But you used a B4 gameserver to record the demo, so wouldn't it still have the problem then regardless of what slave you used? B8 might indeed fix it.

Typing /scores in the console gives this information, so using that command in conjunction with b_endRound would be a simpler solution. Problem iirc is if you're spectating a player at round end you do get the scores, so you may receive them twice.
