Is there any option to change clientside cvar, that is read only?
I would like to test the
r_smp 1
but is read only

Try putting it on the command line when you start the game.
If it is a windows shortcut edit it by adding
+set r_smp <something>
To the shortcut properties.

But to my knowledge r_smp does not work in ET.

there's a couple of things you can try depending on the cvar.
if it's server-side (usually read-only cvars are), you can do /devmap mapname then do /forcecvar r_smp 1

this cvar is deffinitely NOT working....well I didn't get it to work no matter what I did.

use forcecvar it forces everything even proteced and even server side

I tried that...no effect
and the other question is does that multiprocessor-cvar work at all ?

GOD DAMN...I was supposed to try cvar R_SMP...but noooo...I wrote r_rmse in my config
...I got kicked/banned from some Fin servers (5 mins every time)
...IT TOOK SEVERAL HOURS to find that bloody "typo" from all cfg-files...cos' I was looking again the WRONG cvar...
P.S. this was only to remind all that sometimes the error is between the screen and chair....

ISTR, the RTCW and ET engines are not compiled with SMP support. So forcing it would either a) do nothing. or b) be a very bad idea.
