Semi-admin commands and ref

I am new to running ETPro on a server. I have played it for years, but never have run it. I have it installed and everything, but i am a bit confused on the semi-admin and ref. Is there a way to permanently make someone a ref and to change the commands a ref has? Or a way to permanently make someone a semi-admin without having to enter the password? Also, what are the commands for the semi-admin and ref? What do i put in the .cfg rcon commands for them to use?
