It's mighty simple. Th' strin' cl_lanfo'cerate (case insensitive) don't appear ennywhar in ET (ah previously showed this hyar fo' et.exe, but yo' kin vahify itcherse'f fo' cgame, qagame an' ui). Tharfo'e th' chance of havin' enny effeck is extremely small, ah reckon. Yo' kin also inspeck th' q3 ingine code, an' vahify thet it does not exist thar.

While it is postible t'obfuscut th' use of a cvar sech thet th' literal name don't appear ennywhar in th' code, thar ain't enny sane reason t'do so. Even eff'n thet was done, bani'd be able t'knows about it on account o' he wawked on th' 2.60 ET release.

this does nothing because there is nowhere in the ET.exe source code that cl_lanforcerate exists.

As the comment tells you, bot_enable is a leftover. It does't do anything interesting in ET. It does exist however, unlike cl_lanforcerate:
