not enough air support ???

hi , does anybody know the settings to make the server tell field ops that theres not enough air support , currently ours doesnt but ive been on many that do, ive searched and searched for an answer to this , kinda at my wits end with it now , any info or help would be greatly appreciated , thanks in advance guys
