1. If someone types /pause everything is frosen and you have to open the console to see that it is a timeout

Is it possible to add a big screenmessage like "Timeout!" if someone takes the /pause?

2. The Replay list from the menu ist very small - can you make it bigger?

Don't you mean /ref pause?

If so, It does blow the whistle. And it says a little thing. But it SHOULD be easy enough to make it say something in big letters.

if you do /cvarlist b_*

you will se some sort of cvar for for those onscreen massages i thought it was b_votetextscale 1
