make the firerate changeable, so it can be faster/slower

im suggestion that the firerate be made changeable. this would be an option given to the server admin, maybe a setting, it cant do any harm to the people who want it left the same becuase like i said its changeable and adaptable, so you dont have ot change your servers firerate setting, but im sure for a lot of people it would be fun and a nice change, maybe some test servers could be set up to see whats its like if it was made into a mod. please vote yes on the poll, as itll do no harm to those that want the fire rate the same
