[request] add PB web-tool availability

PB Web Tool works with et binaries but not ettv ones.

Now the buffer overrun security flaw has been sorted is it possible to make servers running ettv binaries be able to utilise this tool?

when i first tried PB Web Tool it worked with et.exe but not with ettv.exe (i think beta 9) but i just tried it again (beta 13) and it now works so looks like i did something wrong initially or somthing has changed

I think I remember reading somwhere that pb web tool has security vulnerabilities.
