Exploit - refill chargebar by going spec

Had a quick search through forums but didn't find this mentioned anywhere.

Recently during scrimming I've been getting annoyed with players abusing the exploit where you can go spec and then rejoin, with a full charge-bar. Obviously, the practice can be made against the rules by the league, but I wondered if it merited a setting to prevent altogether.

See demo below for example. Server running ETPro 3.2.6; config is a variation of cb6.config (clanbase) with "match_minplayers" omitted.
