Can the ref-command shuffleteamsxp_norestart be made available to semiadmins or used via rcon?

I can't seem to get it working as a semiadmin command, nor through rcon.

you have to give them access to the ref commands... (add ref to semiadmin) then they'd just do
/sa ref shuffleteamsxp_norestart
or do the not so easy way and use a mod (lua) that lets you assign that

And if you want to use it thru rcon, you just have to type 'ref' before all referee commands

rcon ref shuffleteamsxp_norestart
