I think a lot of people here in Japan don't have that consciously set one way or the other. Can I do a forcecvar? And if so, what is the syntax for that? Is it "command forcecvar wwwdownload 1"?

I'm not sure that will work. In any case, it's a would be rude to force downloads on if they have chosen to turn them off.

AFAIK both UDP and www downloads are enabled by default.
