Semiadmins ..

A semi admin can he set a password for a private server?

Since the semiadmin don't have rcon rights, I mean he can't msg the server if not the game .. can he enter the game and when he is promted to do the password to join the server puts down the console and do /sal password ?

or he really need to be in the game? :s thus he has to byepass the join password ?

It would be good if there was a /saa or such command to set the semi admin address.
