First of all, you need to establish an Rcon password. For example:
/rconpassword "mypassword"
This allows you to have the accessibility for the Rcon commands.
To ban, simply type /rcon addip x.x.x.x
Notice that the x's represents the IP numbers which shouldn't be any difficult to ban.
To see all the client's ID and IP addresses, put /rcon status
For example, let's say I'm client number #1, and wimpy is client #2. You want to ban Prospector out of your server in case if he's pissing you off. It should look like this if I'm not mistaken:

-------------------------------------------

ID IP Address

1: Prospector 24.126.111.157
2: wimpy 64.246.38.27

-------------------------------------------

Simple as that. Just ban him off and he won't be able to attempt to join in your server. This is just an example only. This helps in a quicker way, instead of using punkbuster, which isn't neccesary.
System Specs: Prospector's Place, 512MB of RAM PC3200 512MB Corsair, Albatron GeForce4 Ti4600 128MB AGP 8x, Intel Pentium 4 2.4B Ghz 2.66B Ghz 533Mhz FSB, ATA133 40GB Maxtor 7200 RPM, Jetway 865GDMP 800FSB
