How should k43/garand be balanced?

you could try
pb_sv_badname 20 ~
pb_sv_badname 20 `

also see if the symbol is allowed if you have set pb_sv_extChar 0. If so email evenbalance and ask them to add ~ and ` to this (latter is the key under ESC on UK keyboards).

Either way it should not affect complaints or votekicks, and admin can use "/rcon status" and use the number instead of the name. Likewise if you kick with punkbuster you can use /pb_plist and kick with number...
