server game play help

Hello, I was hoping somebody could point me in a direction of a tut that could show me how to set certain variables for classes. Such as making the panzer take longer to charge yet making it more powerfull. Also eliminating other heavy weapons to be chosen, and making it so that no XP is gained through the game. I know these ideas sound odd, but it's something i'm doing so i could learn how to set these for gameplay, hopefully using etpro 3.0.1. No opinions, just help please. Thank you.
