I'm against any hacked up solution to stop these scripts, mainly by blocking keyboard aim, as that's how I've used the mortar ever since I started playing ET. :]

I use cl_yawspeed and cl_pitchspeed in a perfectly normal way, I use it to control the yaw and pitch of my damn mortar while aiming with the arrow keys :P
